Yesterday, at the Standards, Procedures and Public Appointments Committee, Graham Simpson MSP raised the issue of dual mandates. Debating his amendments to the Scottish Elections (Representation and Reform) Bill, Graham Simpson MSP outlined his reasoning for why Members of the Scottish Parliament should not be permitted to serve as MPs at Westminster.
Graham Simpson MSP said: "I am of the clear view that banning dual mandate for MSPs sitting as MPs is the right thing to do. I also believe that MSPs should be barred from sitting in the House of Lords, where they could take a leave of absence.
"The public expects MSPs to behave in the right way. If a Member is elected to two places, they should have to make a choice.
"This move would bring Holyrood into line with Wales and Northern Ireland. I don't see why Scotland should be out of step with other devolved legislatures on this issue.
"I am pleased that Jamie Hepburn has agreed to consult on the issue at pace and look forward to seeing the results of that Scottish Government consultation.
