Last weekend in the Sunday Times, I called on Ministers to implement a system of compulsory factoring of new-build flats while making it easier for property factors to be struck off. This would improve property conditions and the management of repairs for those living in communal buildings.
Since 2013 over 160 enforcement orders have been issued, sadly just 1-in-5 have been complied with. Today I questioned the Minister for Local Government and Housing Kevin Stewart on this shocking level of non-compliance by property factors. I wanted to know if he has ever struck off any factoring companies, especially repeat offenders.
The Minister confirmed that 2 companies have been struck off for non compliance, with a further 5 removed for technical reasons and finally 78 have been automatically removed for not renewing their licences.
The Minister and I have had our differences over the years. On this issue we appear to be on the same page. The Minister indicated that he is supportive of dealing with non-compliant factors and helping those who are suffering as a result.
