In this week's Local Government and Communities Committee I asked the Finance Secretary Derek Mackay about the Barclay Review of Non-Domestic Rates. We had an interesting discussion on Barclay's recommendation that universities should be liable for rates when renting out halls of residence and other commercial enterprises when they compete with the private sector. It appears that the Scottish Government thinks this would be difficult to implement.
